Slow-moving tropical storm Blas formed Thursday in the Pacific Ocean off the southeastern coast of Mexico, the National Hurricane Center said.

Located some 425 kilometers (265 miles) southeast of Manzanillo, Mexico, the storm was packing 65 kilometers (40 miles) per hour winds and heading northeast at four kilometers (two miles) per hour, the Miami-based NHC said.

Blas is the second named tropical storm of the 2010 Pacific season, following Agatha which wreaked havoc on Guatemala and other parts of Central America last month, killing nearly 200 people and causing massive mudslides and floods.
