Russian Government Proposes to Increase Security at Nuclear Facilities

The Russian government is due to compile a list of nuclear facilities that will be covered by the provisions of the new law.

The Russian government has introduced a draft bill to the State Duma, the lower house of parliament, aimed at enhancing anti-terrorism provisions at nuclear facilities by establishing security zones with restricted access.

The current law stipulates the establishment of special territories, namely sanitary protection zones and surveillance zones, in order to protect local populations in areas surrounding nuclear installations, radiation sources or storage facilities.

"In order to improve the anti-terrorist protection of nuclear facilities, the draft bill proposes the establishment of a zone with special conditions for its use - a safety zone with a special legal regime," an explanatory note to the draft bill reads.

It is proposed that restrictions will be placed on entry to the zone as well as the conditions for staying there. A definitive list of grounds under which entry to the territory can be refused is yet to be finalized. The draft bill also proposes to limit flights over such security zones.
