PATRAM 2010 London - Looking To The Future
London, UK (SPX) Nov 02, 2009 Who could have imagined at the first PATRAM Symposium in Albuquerque, New Mexico in 1965 that nearly a half century later we would be preparing for PATRAM number sixteen! By the way, records suggest there is only one person who has participated in every PATRAM symposium up to and including Miami in 2007 - now there is a record to be beaten! Looking back over the past fifteen PATRAMs, it appears that one of the main reasons for its continuing relevance is the capacity for each PATRAM to reflect the issues of the day; and while some of those issues have endured over the decades, others have taken on new prominence - issues of regulatory stability and harmonisation, security, availability of carrier options, the challenges of decommissioning, public communications for example. Also, I've heard it said that the collaborative exchange between regulator and the regulated has for the most part improved greatly over that time. Surely the PATRAM format of bringing together all the major stakeholders can claim at least a bit of credit for this welcome development. Each PATRAM symposium has had it own character - from Yokahama City to Las Vegas, Paris to Chicago, Berlin to Miami, and now awaiting us, London in October 2010, hosted by the UK Department for Transport in cooperation with the International Atomic Energy Agency, International Maritime Organization and World Nuclear Transport Institute. So what will be special and unique about the London PATRAM, or P10 as it is becoming known? The theme for PATRAM2010 is "Looking to the Future". The intent isn't to crystal-ball gaze, but rather, to reflect a contemporary but changing environment for radioactive materials packaging and transport - one in which both new nuclear build and decommissioning are becoming a reality, a world in which demands are increasing for supplies of radiopharmaceuticals and sources for diagnosis, treatment and sterilisation not least in developing countries. Growing supply lines from expanding uranium mines to processing, conversion and fuel production facilities, to reactor sites, and the need for time-sensitive delivery of medical supplies while carrier options, on certain routes at least, are tight pose great challenges. Accelerated efforts to harmonise and simplify transport safety regulations worldwide need to be encouraged. The impact of enhanced security concerns on timely, cost-effective transport will be reflected in the P10 agenda. Packaging, operational considerations, regulation issues and public acceptability - all of these topics and more will feature at P10. The P10 organisers are determined that the London Symposium should maximise the possibilities for genuine exchange and discussion on the big issues. That is why P10 will pick up and carry forward the successful innovation of recent PATRAM conferences of including along with the formal presentations, panel discussions to stimulate a more free-flowing exchange. The PATRAM process belongs to all sectors of RAM packaging and transport. The P10 organisers are making a special effort to reach out to the widest number of organisations and companies so that the London PATRAM truly represents the broadest spectrum of stakeholders in safe, effective and reliable packaging and transport of radioactive materials of all kinds - producers, suppliers and users of sources, radiopharmaceuticals, front and back-end materials at all stages of the fuel-cycle, transporters of decommissioned objects, package and package material designers and manufacturers, road, rail, and air carriers, nuclear and other regulators at local, national and international level. P10 should reflect both competence and authority in the safe, effective and reliable packaging and transport of radioactive materials of all kinds.
